In order to promote systemic change on a national scale, Beyond Shelter promotes four main initiatives to address chronic poverty, homelessness, and welfare dependency.  Each initiative provides a distinct and adaptable methodology, utilizing existing resources in new ways. This is accomplished primarily through the agency's Institute for Research, Training and Technical Assistance. These initiatives include the following:
